SCAN Health Plan Expands to Oregon via Senior Living Partnership

SCAN Health Plan is expanding into Oregon through a partnership with The Springs Living, a senior living operator in the Pacific Northwest. The expansion covers Clackamas and Washington counties, with co-branded products launching on January 1, 2027. Their initial work will focus on The Springs Living communities in the Portland metropolitan area.
The partners aim to connect residents’ healthcare more closely with the support they receive where they live. They plan to coordinate among the health plan, care providers, and community staff so changes in residents’ needs can be recognized earlier.
“The future of healthcare for older adults should not be defined by the walls of a doctor’s office,” said Dr. Sachin Jain, CEO of SCAN Group and SCAN Health Plan.
The Springs Living operates independent living, assisted living, and memory care communities. Founder and CEO Fee Stubblefield said the partnership is intended to bring healthcare to residents where they live and help prevent avoidable emergency department visits.
This expansion follows SCAN’s entry into Washington for 2026 and its recent collaboration with Costco to develop products for older adults. SCAN currently serves nearly 460,000 Medicare Advantage members across six states, focusing on individuals with complex needs through institutional special needs plans.
Other insurers have pursued similar initiatives. Humana and Longevity Health, for example, partnered on Medicare special needs plans for residents of skilled nursing and senior living facilities.
